3. Disarmament and Arms Control
In this advisory report the CAVV provides comments on the preliminary report entitled ‘The Development of International Law Relating to Disarmament and Arms Control since the First International Peace Conference in 1899’ by Hans Blix. That preliminary report sketches the broad outline of legal and other developments in the area of disarmament and arms control since 1899, concluding with the problems of compliance and verification in respect of obligations concerning weapons of mass destruction and related systems and negotiations in this area. The primary focus in this regard is multilateral conventions.
The CAVV observes that the report pays too little attention to certain subjects, such as conventional arms control.
