14. Failing States: A Global Responsibility
In this joint report the CAVV and the Advisory Council on International Affairs (AIV) provide a definition of the term ‘failing state’. They recommend creating a committee under the auspices of the UN Security Council to tackle the problem of failing states. There is a global responsibility in this regard, both from the viewpoint of solidarity as well as our own self-interest, to prevent, curb or reverse the failure of states. To this end, foreign policy, development cooperation, economic policy and defence instruments must be deployed in an integrated manner.
