26. Autonomous Weapon Systems: The Need for Meaningful Human Control
In this report the CAVV and the Advisory Council on International Affairs (AIV) argue that the use of autonomous weapons must always involve ‘meaningful human control’. Humans have a crucial role to play in the decision-making leading up to a weapon’s deployment.
The same international law that applies to the use of force in general applies also to autonomous weapons. The advisory report discusses this legal framework, legal liability, meaningful human control and ethical aspects relating to the deployment of autonomous weapons systems.
